Proper Maintenance Key to No-Water Urinal Success
Solicitations for Military Construction and major repair projects starting with fiscal year (FY) 2010 must include language to implement the Army Standard for Non-Water Using Urinals. The Installation Management Command will soon issue a NETCALL directing all garrisons to implement the standard. No-water urinals will save water in the millions of gallons each year at military installations. Their use will help the Army comply with Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy, and Transportation Management" (Jan. 26, 2007). This EO requires federal agencies to reduce water consumption through life-cycle, cost-effective measures by 2 percent each year from their 2007 baseline, or 16 percent by the end of FY15.

Remote Monitoring Can Send Early Warning of Bridge Defects
Steel truss bridges on DoD installations can harbor the same failure potential as the I-35W bridge in Minneapolis, Minn., which collapsed on August 1, 2007, during rush hour traffic. Defects that are hidden or unnoticed during inspections can lead to catastrophic failure. For DoD, in addition to possible human tragedy, loss of a bridge can impact the mission.
